Why a new campus?

Alhamdulillah our Muslim community has grown tremendously that the IOST now requires expanded facilities. Our local Islamic school (TCA) has reached its full capacity and is turning students away. Our current masjid is not ideal or suitable for expansion due to its small lot size, its lack of green space, being in a less than ideal neighborhood, and surrounding buildings.

We hope to build a campus that is the future of Islam in the Greater Binghamton area, and that does not require us to move every 20 years!

Phase 1 Timeline and Details:

Land Purchase (1A) Purchase of 996 Reynolds Rd property: ~$147,000 (already completed).

September 2023
Lot Survey completed. Lot Survey records the exact boundaries of the lot and major natural features like topography and streams.

October 2023
Wetlands Survey completed. A Wetlands Survey determines if a NY State or Federally designated Wetland exists on a property. This survey has determined that a Wetland exists on an adjacent property of which a very small portion extends into the Noor Campus property. This determination does not alter any of our plans for the use of the property.

January 2024
Initial conceptual design of the campus completed by an Engineering firm. This design consists of a general layout of the facilities on the lot. Facilities include buildings, parking lots, roads, green spaces etc.

February 2024
Preliminary meeting held with Village of Johnson City officials. The initial conceptual design was discussed, questions of the officials were answered and next steps were determined to move forward with the project. The officials have asked for more data and plans on three significant items:

  • Traffic pattern and number of cars in and out of the campus.
  • A Geo-technical survey to determine the composition of the ground.
  • How will be the storm water contained and flow restricted out of the campus after heavy rains.

Alhamdulillah, the Noor Campus Team is working diligently on the site plan with local engineers and architects. We are currently receiving ecological tests, topographical surveys, and boundary surveys before meeting with engineers. More details will be announced soon inshallah.

On Saturday, April 29, 2023, a community town hall and presentation were held at the masjid to discuss the needs of the Noor Campus and to give an understanding of what the project will be and how it will move forward.

Exciting News: IOST Has Acquired New Land!

Alhamdulillah, we are thrilled to share that the IOST has successfully purchased 21 acres of land at 996 Reynolds Road in Johnson City, New York. With this new space, we envision creating a vibrant campus that will meet the diverse needs of our growing Muslim community.

Plans for the ‘Noor Campus’ include a full-time school, gymnasiums, sports and recreational facilities, offices, and a masjid.

Frequently Asked Questions (FAQs)

Noor Campus is located in Johnson City next to the Johnson City High School. It’s address is: 996 Reynolds Road.

Not right now because it’s undeveloped land. We are, however, planning to clear a portion of the lot just for this purpose; for all of us to go visit.

The purchase of the lot and the early planning work has been funded through donations from a few community members. We are now entering a phase where the site plan needs to be finalized and submitted to the Town for approval. This will necessitate raising additional funds from the broader community.

The current masjid will be our main masjid for a number of years to come. The plan is to build a new masjid building at the Noor Campus a few years down the road. The future of the existing masjid will be decided once the new masjid is completed. It is possible that IOST may run both masjids.

Based on the continued increase of the muslim population in the Southern Tier, it is projected that the current masjid will not be adequate for the Jumma congregation in a few years, even with two Jumma prayers. The current masjid is already near capacity for weekday and weekend classes and inadequate for Eid prayers. A new masjid will address all of these space constraints.

The muslim community of the Southern Tier will fund the project. We will have a number of fund-raising events as we move along through different phases.

We are in the midst of the planning phase, and the need for the following three facilities is at the top of our list. A school, a gymnasium / event center and a masjid with room for evening and weekend classes.

Due to zoning and other restrictions the following are not being considered in our planning for this particular lot. A Senior Living center, a Day Care center and a Cemetery.

We are planning staff housing on the premises, but have no plans to build other houses. There might be room for a few residential lots for lease or sale.

We are in the planning phase right now. No construction can commence until a site plan is submitted to the village of Johnson City and its approval obtained. This will take a few months. The best estimate for construction to start is the middle of 2026.

This project will proceed in phases. Phase I will be the construction of the School (TCA) and some other related facilities. The other facilities will be built in subsequent phases.

Since this project will proceed in phases over a number of years, there is no estimate of the overall cost of the project. We will let the community know the cost of different phases when we have better estimates and fund raising will be done accordingly.
